It's "not rocket science" to figure out that when you purchase something - it's because you intend to make use of it.

We buy food to eat, fuel for our vehicles to travel, etc. So when the Department of Homeland Security buys up 1.6 BILLION rounds of ammunition, thousands of fully automatic weapons, and hundreds of armored vehicles, one just HAS to believe they intend to USE them. But who/what are they going to use them ON??? I could understand this if they were a branch of the military - but they are not - at least - they are not SUPPOSED to be. Just some food for thought...
